The present invention relates to a method and UE for dynamically controlling inner-loop power. The method comprises: a UE receiving an inter-frequency handover command sent by an RRC; parsing the inter-frequency handover command to retrieve the frequency value of a target cell; according to the frequency value of the target cell, the frequency value of a current registered cell, and preset radio frequency parameters corresponding to different frequency bands in an NV, controlling inner-loop power. In the present invention, during inter-frequency handover of a UE, according to a different transmission frequency of a target cell, the UE configures radio frequency transmission power by using a set of parameters suitable for the carrier of a target cell, so as to dynamically adjust the radio frequency transmission power suitable for the carrier of the target cell, thereby implementing that the network load is reduced as much as possible and the standby time of a mobile phone is prolonged without affecting the user experience.
