The element (10) has twelve passage openings (2) formed over a surface of a base body (1) that is made of cast concrete material, and a reinforcement part (4) formed in an interior of material of the base body for reinforcing the base body. The reinforcement part comprises multiple rods (5) made of glass fiber reinforced plastic. The shape and size of the passage openings are adjusted such that the openings are permeable to sand and sediments under a preset size and form a partial retainer on the element for stone and sediments having the preset size.
