An index FS(P) is derived by integrating, with a total range wherein probability distributions of the dimensions of inclusions √areamax exist being an integration region, the product of a probability distribution function f(√areamax) of measurements of inclusions in a component √areamax and a component region size S(P, √areamax), in which a stress amplitude (σ) of an acting stress of each location to which a load is applied with a load condition (P) which is preset by an operator exceeds a fatigue intensity stress amplitude σw, over the dimensions of inclusions in a component √areamax.
