A solenoid-actuated valve assembly (18) includes a valve body (38) defining a supply port (20) in communication with a fluid supply (12), an upper or first chamber (42), a lower or second chamber (56) in communication with the first chamber (42), a first valve seat (46), and a control port (20) in fluid communication with a downstream fluid component (23). An armature (48) seals against the first valve seat (46) when a solenoid (36) is in a closed position, and a resilient member (50) otherwise biases the armature (48) against the first valve seat (46). A lower valve device (24) is positioned in the second chamber (56), and has a moveable portion (62, 70) that selectively admits fluid (16) into the second chamber (56) in the open position. The valve body (38) defines at least one orifice (23) between the supply port (20) and the first valve seat (46), the orifice (23) providing a pressure unloading function for venting fluid (16) that leaks past the valve device (24) when the solenoid (36) is not being actuated.
