A circulating cooling system and a method for controlling the circulating cooling system. The circulating cooling system is divided into three parts, namely an internal cooling circulation apparatus (21), a plate heat exchanger (22), and an external cooling circulation apparatus (23). The internal cooling circulation apparatus is for use in circulative cooling of a heat-generating apparatus (24). The plate heat exchanger is for use in heat exchange between external cooling water from the external cooling circulation apparatus and internal cooling water from the internal cooling circulation apparatus. The external cooling circulation apparatus is for use in cooling the external cooling water. Also, allowed is control respectively of an external cooling main circulator pump (231), a thermal-storage water pool (232), a water-/air-cooled plate-fin heat exchanger (233), a thermal-storage air cooler (234), a first valve (235), and a second valve (236) comprised in the external cooling circulation apparatus, thus water consumption and electricity consumption are effectively conserved while cooling the heat-generating apparatus.
