The method involves predetermining coil diameter (D) of a laser fiber (2). The coil diameter is provided to a coil of the fiber such that frequency of fluctuations of laser power measured in a continuous mode is equal to or higher than modulation frequency. Quality factor of a cavity is maintained when a modulator (4) is inactive. Short duration laser pulses are generated with the modulation frequency. The fiber is doped with thulium, holmium, ytterbium, praseodymium, dysprosium, neodymium or erbium ions, phosphorus, germanium and aluminum ions.
