The present invention relates to a system and a method for recording and searching videos to verify a driving test, the system for recording and searching videos to verify a driving test comprising: a video recording apparatus for transmitting, to a communication room server, video data generated by recording a driving test of a test taker taking a driving test, and at least one search meta-data generated thereby comprising time and grading information about each gradeable event; and a recording medium which is installed on a control room server, and on which is recorded a video searching program for allowing transmission and output, to the searching terminal, of video data from the time indicated in the time information corresponding to the selected grading information, which is selected on the searching terminal and which is included in at least one search meta-data. The present invention allows convenient searching when a test taker, especially one who as failed a test, lodges a civil complaint regarding a driving test, and by providing an objective and fair video data for grading, the credibility for the driving test is provided to the test taker.
