Disclosed are a finance communication system and an information exchange method for small and medium-sized enterprise financing. The system mainly comprises a smart card used as a consumption information voucher of a consumer, an information terminal which is used for reading account information about the smart card and sending the information to a data exchange subsystem for the consumer to swipe the smart card for consumption, a data exchange subsystem which is used for verifying the validity of the smart card, performing data sorting and conversion after decrypting the external credit data to make the data become data which can be identified by an internal system, and extracting data from a resource database to compare same with the external credit data, and a core processing subsystem which is used for judging whether the received data is valid, conducting consumption calculation and massive data processing according to the data, and conducting clearing and settlement to a consumption calculation result. The solution can ensure the information exchange and information security between many parties in the process of small and medium-sized enterprise financing.
