Embodiments of the present invention provide a method, system, and device for applying for the right-to-talk in a digital trunking system. The method comprises: a first user equipment (UE) obtaining the identifier of a called group or the identifier of a second UE; and the first UE sending a right-to-talk application to a CN device through a base station, the right-to-talk application being a group right-to-talk application carrying the identifier of the group, or a point-to-point right-to-talk application carrying the identifier of the second UE. Compared with common point-to-point right-to-talk applications in the prior art, in the technical solutions of the embodiments of the present invention, it is unnecessary to first set up a signaling link and a corresponding bearer by means of a service request, and then to initiate a call through signaling, but a group right-to-talk application carrying the group identifier or a point-to-point right-to-talk application carrying the identifier of a second UE is directly initiated, thus effectively reducing time delay in TD-LTE- based digital trunking systems, and thereby helping to improve call setup efficiency.
