PURPOSE: A rate matching apparatus and method are provided to prepare for the compensating system of a new bit unit using CQI as a major input parameter of a bit unit operation on a physical layer.;CONSTITUTION: A PDU(Packet Data Unit) computation unit(111) computes a PDU size based on CQI(Channel Quality Index) information. A bit computation unit(112) computes a number of bits for rate matching. A determining unit(113) determines a rate matching deduction pattern by calculation of error probability based on the CQI information. A deduction unit(114) draws a transmission channel through deduction. An estimation unit(115) estimates Eb/No(Energy Bit-to-Noise Density) of the drawn transmission channel.
