PURPOSE: A desiccant oxide-polymer composite electrolyte membrane is provided to have excellent dimensional stability and mechanical properties and to have excellent ion conductivity even under high temperature and low humidity environment, thereby capable of improving power of a high-temperature polymer electrolyte fuel cell. CONSTITUTION: A desiccant oxide-polymer composite electrolyte membrane is that hydrogen-ion conductive polymers are filled into a nanofiber-like porous material which is manufactured by electrospinning a spinning solution comprising sol-gel solution of desiccant oxide-polymer is filled. The electrospinning solution is a mixed solution of sol-gel solution of desiccant oxide precursor and polymer solution. The polymer solution comprises polysulfone, polyimide, polyethersulfone, polyetheretherketone, polyvinylidenefluoride, polybenzimidazole and polyacrylonitrile.
