PURPOSE: A phase offset predicting method of a global satellite navigation system, satellite signal integrity evaluating method using the same, an evaluating device, and a recording medium are provided to set a prediction interval of a phase offset value and determine whether or not of a clock abnormality of an atomic clock mounted in a satellite by using the measured phase offset value and a predicted phase offset value.;CONSTITUTION: A receiver(120) receives a satellite signal from a satellite(110). The receiver detects a clock signal. A calculating device(130) calculates a phase offset value based on the clock signal. The calculating device predicts a prediction phase offset value based on the calculated phase offset value. The calculating device compares the phase offset value and the prediction phase offset value.
