PURPOSE: A motion estimation and compensation method is provided to compensate blur and deblur phenomenon by adding a preprocessing process inside a video compression encoder and a decoder. CONSTITUTION: A video encoder estimates variation degree of image information between a current frame and a reference frame(S110). The video encoder configures a pre-processing filter group including an LPF(Low Pass Filter) group and an adaptive filter group(S120). The video encoder applies the pre-processing filter group to the reference frame(S130). The video encoder performs motion estimation and compensation by using the pre-processed reference frame(S140).
