PURPOSE: An apparatus and method for error correction encryption in a mobile communication system are provided to transfer a packet having no errors by compensating for errors between a base station and a terminal.;CONSTITUTION: A partial HFN(hyper frame number) is compared with a lower 8-bit HFN(905). The difference of the partial HFN and the lower 8-bit HFN is compared with 128(910). The HFN of a receiving device is determined to be greater than the HFN of a transmission device by comparing the HFN with 256(920). The lower 8-bit of the HFN is set to be equal to the partial HFN when the HFN of the receiving device is determined to be greater than the HFN of the transmission device(930). The receiving device sets up the lower 8-bit of the HFN to be equal to the partial HFN.
