PURPOSE: A method for scheduling and billing based on energy of a virtual machine in a cloud system and a method thereof are provided to supply the constant usage of energy to a user by estimating a cloud service charge through the estimation of the energy consumption of each virtual machine and implementing virtual machine scheduling suitable for energy costs of each virtual machine. CONSTITUTION: A processor monitoring unit(210) predicts energy consumption caused by a virtual machine allocated to each user terminal by monitoring a processor performance counter. An energy consumption prediction model generating unit(212) generates an energy consumption prediction model based on the predicted energy consumption. An energy consumption scheduling unit(214) restricts the energy consumption of each virtual machine within a preset energy setting value based on the energy consumption prediction model.
