PURPOSE: A ballast water sterilizing apparatus and a ballast water sterilizing method using the same are provided to sterilize a large quantity of ballast water in a short period of time and to improve sterilization efficiency.;CONSTITUTION: A ballast water sterilizing apparatus includes a ballast water storage bath(30), an ozone injection part(20), a water film forming part(50), an electronic beam accelerator(10), and an UV generator(60). One end part of the ozone injection part is adjacently connected to the bottom of the ballast water storage bath in order to dissolve ozone using ballast water. One end part of the water film forming part is connected to the ballast water storage bath to form a ballast water film. The water film forming part includes a titanium dioxide-based plate(51) and a cooling coil(52). The titanium dioxide plate generates a flow path through which the water film passes. The cooling coil is arranged under the titanium dioxide plate to cool the titanium dioxide. The electronic beam accelerator is arranged at the upper center part of the titanium dioxide plate to irradiate the ballast water passing through the titanium dioxide plate with electronic beam.
