PURPOSE: A desulfurizing agent, a method for manufacturing the same, and a method for desulfurizing exhaust gas using the same are provided to reduce energy consumption and to recycle scrapping lime-calcinating sludge. CONSTITUTION: A desulfurizing agent includes 58-65% of CaO, 1-3% of SiO_2, 1-2% of Al_2O, 1-2% of FeO, and remaining amount of water and impurities based on dry weight ratios. A method for manufacturing the desulfurizing agent includes the following: lime-calcinating sludge is mixed with limestone powder(S11); the mixture is pulverized(S12); the pulverized mixture is mixed with slaked lime(S13); water is supplied to the mixture(S14); and a stirring process is implemented(S15).
