PURPOSE: A plasma device for manufacturing metal powder and a method thereof are provided to remove an adherent matter without stopping the operation of the device, and to easily collect and discharge the adherent matter which has been scraped and dropped.;CONSTITUTION: A plasma device(1) for manufacturing metal powder comprises a reaction container(2), a plasma torch(4), a carrier gas supplying part(10), and a cooling pipe(3). The cooling pipe(3) is formed with an indirect cooling division(IC) and a direct cooling division(DC). The indirect cooling division(IC) cools around the cooling pipe(3) with a cooling fluid so that metal gas or more than one kind of the metal power, which is transported from the reaction container(2) by carrier gas, is indirectly cooled without direct contact with the corresponding cooling fluid. In succession to the indirect cooling division(IC), the direct cooling division(DC) brings the metal gas or more than one kind of the metal power into contact with the cooling fluid for directly cooling. The cooling pipe(3) is installed at the reaction container(2) at an angle of 10 to 80 degrees against the horizontal direction so that a downstream side in the long side direction of the cooling pipe(3) is placed on an upper side. A scraper(20) removes an adherent matter which is adhered to the inside wall of the cooling pipe(3).
