PURPOSE: A service overlay network management apparatus capable of maximizing QoE(Quality of Experience) of a user and a method thereof are provided to adaptively select and combine component services according to situation information of a user or a network.;CONSTITUTION: A service chain management unit(163) selects component services according to a service template which is a combination of collected situation information and predetermined services. The service chain management unit determines an order of the selected component services. The service chain management unit organizes a service chain which is a combination of component service instances. A service transfer management unit(164) requests execution of a service corresponding to the component service according to the service chain.
