PURPOSE: A method for composing a solar radiation model to which a topographical effect is applied and a device thereof are provided to compose the solar radiation model for deriving a result close to an experimental value by calculating the amount of scattered and direct solar radiation. CONSTITUTION: A slope calculation unit(510) calculates a slope angle and a slope direction of a spot selected on a topography altitude data. A direct solar radiation calculating unit(541) calculates the final amount of direct solar radiation of the spot using the amount of direct solar radiation on a horizontal plane, the slope angle for the spot, a shielding angle for the spot, and an angle between a vertical line for a slope surface for the spot and a solar zenith angle for the spot. A scattered solar radiation calculating unit(542) calculates the final scattered amount of solar radiation using the slope angle of the spot, a perforation rate for the spot, and the amount of scattered solar radiation on the horizontal plane.
