PURPOSE: A method for operating a power generating waterwheel without applying resistance to a fluid flow pipe is provided to reduce construction cost and maintenance cost by constructing a fluid flow pipe in a state of being exposed to the outside through a siphon conduit. CONSTITUTION: A method for operating a power generating waterwheel without applying resistance to a fluid flow pipe is as follows. A vacuum pressure is supplied into an air tanker(4) to pump water to a water surface(5). While the water surface is descended by gravity, suction force is generated in the air tanker and a suction pipe(1). The water of an upper water level(9) is pulled into the suction pipe to drop the water. The impact generated by the dripping water is transferred to a generating waterwheel(3) to operate the generating waterwheel. Accordingly, the resistance is not transferred to fluid in the fluid flow pipe.
