PURPOSE: A resource assignment transmission method, a transmission device, and a reception device are provided to maintain the size of a discontinuous PDCCH(Physical Downlink Control CHannel) as the size of a continuous PDCCH.;CONSTITUTION: Resources are discontinuity assigned to k clusters including one or more resource block groups of the whole resource block groups. Continuous or discontinuous information related to frequency hopping is generated. The continuous or the discontinuous information is constructed with one number system.
