PURPOSE: A bottleneck point detection device and method are provided to be implemented in a client, thereby detecting a bottleneck point.;CONSTITUTION: A delay monitoring unit(130) receives an ICMP(Internet Control Message Protocol) message from a next router of a bottleneck candidate point. The ICMP message includes an IP(Internet Protocol) header of a probe packet received in the next router of the bottleneck candidate point. The delay monitoring unit extracts time stamps recorded in the IP header of the probe packet in the ICMP message. The delay monitoring unit measures a delay state value of the bottleneck candidate point based on the time stamps.
