PURPOSE: A location change device for an optical transmitter in a visible ray wireless communication system is provided to move the location of an optical transmitter.;CONSTITUTION: A reception unit(701) receives SNR(Signal to Noise Ratio) information and a reception strength of the SNR information from multiple optical transmitters. Multiple optical receivers individually receives the SNR information. A determination unit(703) determines whether or not the SNR information is bigger than a set threshold value.
