PURPOSE: An internal voltage generating circuit and an internal voltage generating method are provided to stably generate an internal voltage of a target level by controlling a voltage pump quantity according to the level of an internal voltage.;CONSTITUTION: A sub-voltage generating unit(100) outputs a first sub-voltage and a second sub-voltage by distributing a target level with a preset interval. A sensing unit(200) receives an internal voltage and compares the first sub-voltage with the second sub-voltage. The sensing unit generates a first sensing signal and a second sensing signal according to the comparison result. A pumping control signal generating unit(300) generates a first pumping control signal and a second pumping control signal according to the activation states of the first sensing signal and the second sensing signal.
