PURPOSE: A load control system between heterogeneous networks and a method thereof are provided to share load information between the heterogeneous networks.;CONSTITUTION: When the strength of a signal received by a heterogeneous network signal reception unit is bigger than a second threshold value, a load information reception unit(230) requests memory pointer information on a second base station from a first virtualization system. The first virtualization system connects to a base station of a first network. A handover determination unit(240) receives the load information on the base station in the second network from the first virtualization system based on the memory pointing information of the base station in the load information reception unit.
