PURPOSE: An underwater monitoring system is provided to minimize the number of scanning sonars monitoring an underwater subject while reliably distinguishing the underwater subject by multiply arranging the scanning sonars and differentiating the scanning frequency of the scanning sonar of each layer.;CONSTITUTION: An underwater monitoring system comprises a scanning region formed with multiple scanning sonars(131,151) arranged at the surface of the ocean or underwater separated from an ocean floating type structure in the shape of a band and a control server collecting and monitoring ultrasonic image information outputted from the scanning sonar. The scanning sonar is underwater detecting device. The scanning sonar generates sound wave energy at underwater to digitalize the sound wave energy for converting into ultrasonic image information.
