PURPOSE: A disaster communication service providing system using a visible light communication and a method thereof are provided to utilize a communication network in a ship by constructing a back-up communication network with a power line communication network supplying power for the visible light communication.;CONSTITUTION: LED(Light Emitting Diode) lighting communication units(216,218,228,230) execute communication through a network by forming the network with a plurality of LEDs(Light Emitting Diodes) through a visible light communication transmission and reception unit. A ship network unit(210) executes power line communication by connecting to the LED lighting communication units. The ship network unit checks errors and power states in the LED lighting communication units.
