PURPOSE: A flow mobility supporting method based on a network, and a device thereof are provided to effectively use network resources by selectively connecting to a communication network according to service characteristics.;CONSTITUTION: An MICS(Mobility Information Control Server) determines the mobility of a flow comprising predetermined static flow binding information or another HCA(Handover Control Agent) connected to an MN(Mobile Node) based on a network state(S1110). The MICS transmits a message including information related to the HCA to a random HCA(S1130). The HCA comprises the flow. The HCA is connected to a CN(Corresponding Node).
