PURPOSE: An apparatus for manufacturing a work roll for rolling and a method for manufacturing the work roll using the same are provided to lift the work roll which is completed by casting from a mold using a sand removing unit, thereby safely removing sand.;CONSTITUTION: An apparatus for manufacturing a work roll for rolling includes an upper mold(111), a middle mold(112), a lower mold(113), and a sand removing unit(114). The upper mold has a concave groove forming part(111a) which inwardly protrudes from the inner wall of the upper mold. The middle mold at the lower end of the upper mold has a larger diameter than the diameter of the upper mold. The lower mold at the middle mold has a smaller diameter than the diameter of the middle mold. The sand removing unit has tongs which have separation preventing parts(114b) of which the number and shape correspond to the number and shape of the concave groove forming part.
