PURPOSE: A monitoring image-based privacy area protecting method and a device thereof are provided to easily hide an important area related to privacy in an image inputted through a camera without changing an original image.;CONSTITUTION: An encoding unit encodes an original image(S110). The encoded original image is transmitted to a monitoring device or stored in a storage device(S120). A decoding unit decodes the encoded image(S130). A target detecting unit detects a target object from the encoded image to detect a privacy protection area from the target object(S140).
