PURPOSE: An ID based encoding and signature device and a method thereof are provided to use ID which is used for ID based encoding as a file name and to use a dedicated extension which shows the encoding or a signature, thereby enabling recognition for a file which security is applied.;CONSTITUTION: When ID of a receiver who receives a first file is inputted, an encoding unit(152) encodes the first file by using the ID of the receiver as a public key. A file generation unit(153) sets the ID of the receiver as a part of a file name of the first file. The file generation unit generates an encoding file by using an encoding extension as an extension of the first file.
