PURPOSE: A cooling water circulating device for a retarder and an all-in-one thermostat are provided to reduce the weight and production cost of a vehicle by reducing a number of parts required for cooling the retarder. CONSTITUTION: A cooling water circulating device for a retarder(30) comprises a thermostat assembly(20). The thermostat assembly serves as a passage through which cooling water flowing from an engine(10) flows into or out from the retarder. The thermostat assembly serves as a valve for discharging the cooling water to a radiator(40) or the engine according to the temperature of the cooling water flowing from the retarder.
