PURPOSE: An image quality improving device applying the sensitivity of a user and an image quality improving method thereof are provided to perform sensitivity evaluation to an input image and to adjust the quality of the image according to sensitivity factors calculated by applying a sensitivity evaluation result. CONSTITUTION: A sensitivity calculating unit(100) calculates sensitivity factors of a user about the quality of an image(1) and transmits the sensitivity factors to a physical property controller(200). The physical property controller controls a physical property of the image by applying the sensitivity factors to provide optimal quality to which the sensitivity of the user is applied. A database(300) stores the image and the sensitivity factors inputted from the sensitivity calculating unit.
