PURPOSE: A scheduling device in an underwater wireless sensor network and a method thereof are provided to improve the energy efficiency of the underwater wireless sensor by performing communication scheduling by considering features of an underwater communication environment between an underwater sensor node and an underwater sync node. CONSTITUTION: A sound wave communication unit(210) performs communication with an underwater sensor node through a sound wave having directionality. A clustering unit(220) sequentially transmits a synchronization request message in a plurality of directions through the sound wave communication unit by using the sound wave. An inactivation section allocating unit(230) allocates an inactivation section to each underwater sensor node at each level in a sound wave communication cycle.
