PURPOSE: A smart cruise control device of a vehicle is provided to improve convenience of an operation and to improve stability of an operation performance by reducing or preventing a misdetection or a non detection phenomenon of a preceding car by possessively controlling an angle of a radar beam according to a change of a road condition or surroundings.;CONSTITUTION: A smart cruise control device of a vehicle comprises radar; an LHMM(3) arranged in a front of the radar; and a controller(5) which controls a refraction angle of a radar beam from the radar by controlling the LHMM by sensing surroundings or a road condition of a road in which a vehicle is driving by using electronic units and all sorts of sensors loaded on the vehicle. The sensor in the vehicle for sensing the surroundings or the road condition includes an acceleration sensor, a yaw sensor, and a GPS sensor. The electronic unit of the vehicle for sensing the surroundings or the road condition includes a navigation and a camera.
