PURPOSE: A marine heterogeneous communication network control device and a method thereof are provided to control a mobile communication network of a vessel relay station and to embed a base station channel card and a terminal for applying heterogeneous communication methods to a wireless relay station.;CONSTITUTION: An environment analyzing unit(530) collects marine environmental information such as weather.
