PURPOSE: An apparatus for simultaneously decomposing carbon dioxide and generating metal oxide and a method for the same are provided to remove oxygen components by preventing the recombination of decomposed oxygen components into carbon dioxide and generating metal oxide particles from a base metal. CONSTITUTION: An apparatus for simultaneously decomposing carbon dioxide and generating metal oxide includes a plasma reaction chamber(10), a reaction gas injection unit(20), and a carbon dioxide injection unit. The plasma reaction chamber includes an anode support(12), on which a metal specimen(11) is placed, and a plasma torch unit(13) generating arc on the metal specimen. The reaction gas injection unit injects reaction gas into the reaction chamber. The carbon dioxide injection unit injects carbon dioxide into the reaction chamber.
