PURPOSE: A meter having communication security and a data transmitting/receiving system using the same is provided to reinforce the security during data communication between a server and a meter, thereby preventing a misuse or an abnormal use from the outside.;CONSTITUTION: A meter(100) comprises a frame generating unit(110), a communication unit(120), a controller(130), and a storage(140). The communication unit is configured to communicate with a server. The frame generating unit is configured to encrypt a data frame using a public key received from the server via the communication unit. The storage stores the encrypted data frame.
