PURPOSE: A device for providing a circuit service and a packet service and a method thereof are provided to determine a resource pool for a packet service.;CONSTITUTION: A BSC(Base Station Controller)(130) determines a resource pool for a packet service. A BTS(Base Transceiver Station)(120) indicates a terminal selected by using a TFI(Temporary Flow Identifier) through a time slot assigned within the resource pool. The BSC assigns the time slot for the packet service within the resource pool.
