PURPOSE: An internet protocol television (IPTV) information colleting device and a method thereof are provided to present an exact basis on calculations of advertising rates and on advertising impact by providing the information related to IPTV which is based on a complete enumeration survey.;CONSTITUTION: A transmission path setting unit (100) obtains a transmission path of an IPTV provider, and sets up a communication path for a terminal of the transmission path. A message transmission unit (200) sends a multicast message to at least one terminal that belongs to the transmission path, and receives a response message corresponding to the transmitted multicast message. The response message includes the information related to the IPTV provider.
