PURPOSE: A paging message load reducing apparatus at a mobile communication system and a method thereof are provided to protect the long term evolution (LTE) network through an efficient distribution of a message which induces the paging even if the traffic caused by an application server instantly increases.;CONSTITUTION: A group setting unit (310) sets a receiving group of a paging message which includes at least one of the user terminals based on a delay value. An output unit (320) outputs the paging message of the receiving group. The delay value is received from a mobility management entity (MME) which performs an authentication and registration of the user terminal.
