PURPOSE: An apparatus and method for cooling using underground water are provided to minimize the use amount of fossil energy and to cool at a timing in which a cooling load is required on the ground or in a building, thereby reducing energy consumption.;CONSTITUTION: An apparatus for cooling using underground water includes a heat exchanger at a load (110), an underground heat exchanger (120), a cooler (122), an underground circulation pump (142), a temperature sensor (132), and a control part (150). The heat exchanger at the load is installed on the ground or inside a building. The underground heat exchanger is connected to the heat exchanger at the load with a circulation pipe, and heat-exchanges with the latent heat of the underground water. The cooler is placed to be parallel to the underground heat exchanger, and is operated by the latent heat as a basic heat source. The underground circulation pump is installed at the circulation pipe so that the heat medium of the underground heat exchanger or the cooler and the heat medium of the heat exchanger at the load are circulated. The temperature sensor measures temperature at a position in which the underground heat exchanger or the cooler is placed. The control part controls the underground circulation pump with a temperature value from the temperature sensor.;COPYRIGHT KIPO 2013
