PURPOSE: A selective handover method and an apparatus thereof in a wireless communication system are provided to selectively perform handover based on a movement state of a terminal.;CONSTITUTION: A receiving unit (1260) receives a measurement value of a mobility state estimation (MSE) of a terminal from the terminal. A determining unit (1270) determines handover execution based on the MSE measurement value. A transmitting unit (1280) transmits a handover command message based on a result determined in the determining unit.
