PURPOSE: A method for controlling scalable scroll speed and a computer-readable recording medium are provided to enable a user to confirm a user interface (UI) screen and perform a scalable scroll operation, thereby easily grasping a moving position after the scroll. CONSTITUTION: A scroll bar is displayed according to the moving axis of a scroll icon on a display. A moving request distance of an orthogonal axis is sensed in response to the moving request of the scroll icon for the orthogonal axis which is orthogonal to the moving axis (S14). A screen moving ratio is calculated in inverse proportion to the moving request distance of an orthogonal axis (S15). The scalable scroll range for the whole scroll of the moving axis is obtained in response to the screen moving ratio (S16). A scalable bar corresponding to the scalable scroll range is displayed with the scroll bar. A moving request distance of the moving axis is sensed in response to the moving request of the scroll icon for the moving axis (S18).
