PURPOSE: A prefabricated manhole branch pipe joint device and a method are provided to simplify the structure of a joint device, facilitate to assemble branch pipes, and to ensure strong watertight force when a branch pipe is inserted by using first and second watertight rings.;CONSTITUTION: A prefabricated manhole branch pipe joint device (120) comprises an outer flange (123), an inner flange (127), a screw assembly, a first watertight ring (125), and a second watertight ring (126). The outer flange is arranged on the outer side of a branch pipe hole in a manhole body. A branch pipe passes through a first through-hole formed in the outer flange. The inner flange is arranged on the inner side of the branch pipe hole and is formed with a second through-hole. The screw assembly passes through the manhole body and the inner flange to fasten the same to each other. The first watertight ring is arranged in between the outer flange and the manhole body.
