PURPOSE: An electricity charge calculating method of the consumer and a system thereof are provided to induce the electricity usage reduction of the consumer in the low usage stage in which the accumulative electricity usage amount is low.;CONSTITUTION: An electricity charge calculating system of the consumer comprises an electricity usage amount receiver (11), an accumulated electricity usage amount calculator (13), an electric charge calculation unit (14) and a customer baseline load calculator (15). The electricity usage amount receiver receives the electricity usage amount of the consumer per time slot from a gateway installed at the consumer. The accumulated electricity usage amount calculator adds up the received electric usage amount of the consumer per time slot and calculates the accumulated electricity usage amount of the consumer. The electric charge calculation unit calculates the electric charge per each of the different unit electricity according to the accumulated electricity usage amount.
