PURPOSE: An electric energy monitoring apparatus, an electric energy monitoring system, an electric energy monitoring method, a control program and a recording medium are provided to inform judged alarm content to a user with high accuracy.;CONSTITUTION: An electric energy monitoring apparatus (1) includes an alarm level difference calculation unit (23), an alarm judgment value calculation unit (24), a judgment unit (25) and an output unit (27). The alarm level difference calculation unit calculates alarm level difference which is difference between used electric energy collected by a counting unit (22) per collection unit and a predetermined alarm level value per collection unit. The alarm judgment value calculation unit calculates an alarm judgment value on the ground of the alarm level difference of each counting unit calculated by the alarm level difference calculation unit. The judgment unit judges whether the alarm judgment value calculated by the alarm judgment value calculation unit exceeds a predetermined alarm threshold.
