PURPOSE: A video encoding method and device and a video decoding method and device, changing the order of scanning according to a hierarchical coding unit, are provided to define the processing order of a largest coding unit (LCU) and an independent coding unit, thereby making good use of neighboring information when encoding a coding unit smaller than an available LCU.;CONSTITUTION: An LCU dividing part divides a picture into LCUs having a maximum size (1410). A coding unit determination part determines the processing order of the LCUs based on the size of the LCU among predetermined different processing orders (1420).
