PURPOSE: Data communication device, method and data communication system and method are provided to improve communication quality by selecting an optimal channel to be used in data communication.;CONSTITUTION: A data communication device (100) includes a channel decision unit (110), a performance measurement unit (120), a channel selection unit (130) and an antenna control unit (170). The channel decision unit decides frequency channels to be monitored based on a current location. The performance measurement unit measures channel performance for the each decided frequency channel. The channel selection unit selects one frequency channel in the decided frequency channels based on the measured channel performance.
